Adjusting density to user defined time step size

Two alternatives

• Have the same time step size for all elements by adjusting density. DT2MS on *CONTROL_TIMESTEP positive (Control Card 9, Columns 41-50)
• Mass scaling applies only to elements with DT2MS on *CONTROL_TIMESTEP negative (Control Card 9, Columns 41-50)
